How can we make skin components of Flex 4.x without Catalyst and design view?

The architecture of Flex4 needs a tool for designs definitely. How does Adobe solve this issue?

        Personally, I always found design view unreliable at best, and unusable more often than not. I won't miss it. However, I see value in rolling the essence of Catalyst into a future build of Flash Builder as a replacement to design view. Doesn't look like it's in the stars, though.

        @Shigeru ... yep! no good news! I found it sad already when the "Design View" of CSS files has been removed from Flex Builder 3 to Flash Builder 4 :(
